User purging is not working

Description

Apparently purging of users fails, with output like the following: 

Got a nil value for should at /var/lib/puppet/manifests/users/virt_all_users.pp:157err: //basenode/stanford/unixadmin_users/virt_all_users/User[larry]/groups: change from  to  failed: Got a nil value for should at /var/lib/puppet/manifests/users/virt_all_users.pp:157

This looks to be a dup of #455, which was fixed in [2101].
